Even then Society had become less tolerant, civil liberties were being eroded (much more so now in 1926!). Even then modern technology was invading our privacy. At that time most European countries had laws to protect the citizen’s privacy but not Britain. Ex-Chief Constable John Alderson points out that in his experience 40% of secret police surveillance was of non criminal activity, of people in peaceful protest movements. There was no law against telephone tapping. Indeed there existed a ‘National Telephone Tapping Centre’. During Lord Gardiner’s time as Lord Chancellor he says he had to talk to people in his car to avoid risk of being bugged!.
