A look at five different areas of local authority housing in Middlesbrough. Residents associations can put pressure on the council to improve areas, but it is council committees and central government who decide priorities of funding. How much does housing policy respond to people’s needs, and how much do the needs of the economic system? Individuals from different types of council housing share their experiences to encourage discussion of their issues.
