A challenge that was met by a non-charitable housing association using Urban Development Grant.” This programme illustrates how 9 blocks of flats built in the 1950s and modernised in the 1970s which had been vandalised and some cases burned down, were redesigned and rebuilt to provide modern flats which were sold on the open market at a lower price than new flats would have been, Interviews with Lord Bellwin (Local Government Minister) architect, local councillors and purchasers to help to illustrate how this transformation was accomplished to the delight of all concerned.
