Description
A programme which takes the African country of Mali as a typical example of the difficulties of getting aid from other countries to the people who need it most, the poor people in the rural areas. Foriegn aid must be channeled through the government of the countries concerned, and the organisations like the World Bank favour large projects which use the most of the money in paying foriegn experts and buying complex equipment, while the peasants are certainly no better off. International military pressures are also taken into account by countries giving aid. Oxfam and similar charities are an exception to the rule, and a grassroots co-operative venture in the undeveloped north is shown as a contrast with large and often mismanaged official schemes.
